Description

The U.S. Embassy in Bangkok is soliciting quotations for the design, fabrication, delivery, and installation of a complete Mail Screen Facility (MSF) container equipped with a Class I Biological Safety Cabinet (BSC). The contract is firm‑fixed‑price and will be awarded to the lowest responsive and responsible offer. The contractor must provide a prefabricated, factory‑sealed metal container (≈6 m × 2.5 m × 2.5 m) with two screened rooms, HVAC, electrical, plumbing, duress security, and a BSC that meets BSL‑1‑3 standards. The U.S. Government supplies the concrete slab foundation, utility hookups, and on‑site integration services; the contractor supplies all equipment, materials, labor, transport, rigging, and testing. Delivery and installation must be completed within 120 days of contract award, with phased milestones for submittals, fabrication, and on‑site rigging. • Provide a fully‑configured MSF container and Class I BSC meeting detailed technical specs (HEPA filter, HVAC, electrical, duress button, etc.). • Perform factory pre‑wiring, finish work, and ship DDP to the Embassy’s New Office Annex (NOX) compound. • Provide crane services, anchoring, interior assembly, exhaust ducting, grounding, and final field testing. • Submit product data sheets, shop drawings, as‑built drawings, O&M manuals, warranty certificates, and test reports. • Comply with U.S. State Department security, safety, and environmental regulations.

Budget estimate

$200,000 – $500,000

The solicitation does not disclose a total contract value. Based on comparable overseas prefabricated containment containers (including a Class I biosafety cabinet, HVAC, electrical systems, shipping DDP, crane services, and on‑site installation), a realistic price range is roughly $200,000 to $500,000. The lower bound reflects a basic container with minimal optional features; the upper bound accounts for higher‑spec finishes, spare parts, extensive testing, and the logistics of delivering to Bangkok. Factors influencing the final amount include exchange‑rate considerations, freight and customs costs, any required custom engineering, and the contractor’s pricing strategy for a “lowest‑price” award.
