Description

This solicitation seeks a qualified post‑secondary partner to deliver and manage Dual Enrollment (DE) and Local Dual Credit (LDC) programs for high‑school students across the Metropolitan Nashville Public Schools district for a five‑year term. The contractor will provide college‑level courses that award both high‑school and post‑secondary credit, handle all enrollment and registration processes, supply necessary instructional materials, conduct teacher professional development, and furnish comprehensive data reporting to meet state and district compliance requirements. • Deliver DE/LDC courses (in‑person, virtual, or hybrid) that are accredited and transferable to Tennessee public colleges. • Manage full student lifecycle – enrollment, registration, tuition/fee processing, grading, transcript delivery, and challenge‑exam score reporting. • Provide curriculum mapping, teacher training, credentialing, and ongoing technical support while adhering to FERPA, COPPA, and other privacy statutes. • Submit periodic performance reports, student‑engagement data, and financial reconciliation in line with the detailed timelines (Appendix A) and funding guidelines (Appendix B). • Maintain required insurance, certifications, and compliance with non‑discrimination, ADA, Iran Divestment, and non‑boycott‑of‑Israel policies.

Budget estimate

$25,000,000 – $50,000,000

No contract value is disclosed, but the program funds tuition, fees, instructional materials, teacher training, and administrative support for up to several thousand students each year. Assuming an average tuition/fee of $2,500 per student per semester, 1,000 students annually, and additional service fees for curriculum mapping, reporting, and training, total annual expenditures could range from $5‑10 million. Over the five‑year term, the contractor’s revenue might therefore fall between roughly $25 million and $50 million, with the district’s net outlay after reimbursements likely in the lower half of that range. This estimate accounts for variability in student enrollment, course load, and the mix of in‑person vs. virtual delivery.
