Notice of Intent to Sole Source Technical and Operational Support to Sustain and Enhance the Integrated Consortium of Laboratory Networks (ICLN) Portal and Data Exchange Utility (DEU)

The Department of Homeland Security (DHS) intends to issue a sole source contract to Datastream Connexion for technical and operational support to sustain and enhance the Integrated Consortium of Laboratory Networks (ICLN) Portal and Data Exchange Utility (DEU). The contract will have a one-year base period with four one-year option periods. The ICLN is a partnership of federally supported analytical laboratory networks providing capabilities across chemical, biological, radiological, and other threats to humans, animals, food, and the environment. The contract will provide ICLN-specific portal operations, including a secure web platform, data exchange utility, and the ICLN combined registry. • The contract is for a fixed price with a one-year base period and four one-year option periods. • The ICLN Portal and DEU require technical and operational support to sustain and enhance their capabilities. • The contract will provide secure web platform, data exchange utility, and the ICLN combined registry operations. • The DHS reviewed available platforms, including DHS-wide and multi-component contract vehicles, and found no existing awards that could address the ICLN-specific portal, DEU, and combined registry needs at acceptable risk, cost, and schedule.
