Description
The U.S. Air Force is establishing a pre‑priced Blanket Purchase Agreement (BPA) to supply ammonia water and standard gases required for the Combined Heat Plant (CHP) at Yokota Air Base, Japan. The BPA will be effective for a five‑year ordering period (28 Sep 2026 – 27 Sep 2031) with a total ceiling of approximately $3 million (JPY 451,324,500). Offers must include a price list in Japanese Yen, product specifications, and realistic lead‑times. The Government may award a single BPA or multiple BPAs based on best‑value considerations; price is a primary evaluation factor, but product information and lead‑time are also evaluated. The contractor must be able to deliver, within one working day of a call, the required materials to Bldg. 541 (CHP) at Yokota Air Base.
• Scope: Supply of ammonia water (19 % concentration) and standard gases for CHP operation.
• Delivery: FOB Destination, direct delivery to Yokota Air Base, Bldg. 541.
• Ordering limit per non‑CONS call: $25,000 (JPY equivalent); no limit for CONS callers.
• BPA period: 5 years, total ceiling $3 M.
• Required submissions: Price list, product data, lead‑time, SAM registration, and electronic quotation via email (or DoD SAFE if >8 MB).
• Key dates: Site visit 10 Sep 2026, questions due 09 Sep 2026, quotation due 17 Sep 2026.
