Description

This solicitation calls for the design‑build construction of a 100,000‑barrel cut‑and‑cover JP‑8 bulk fuel storage tank, associated pump house, product‑saver tank, and complete fuel‑handling system at Yokota Air Base, Japan. The contractor must provide civil works, concrete structures, steel tank, automatic tank gauging, piping, valves, and integration with existing fuel‑filter facilities, while complying with Japanese licensing, SOFA tax‑exempt status, and USACE quality‑control requirements. The effort is a single‑award, LPTA contract with a performance period of roughly 2.8 years and a total estimated value of ¥7.5‑15 billion. • Construct one 100,000‑barrel cut‑and‑cover JP‑8 storage tank with concrete outer wall and steel inner tank. • Provide a reinforced‑concrete pump house housing four 600 gpm turbine pumps and one 50 gpm water draw‑off pump. • Install automatic tank‑gauging (ATG) system, high‑level valve, level alarms, and product‑saver tank. • Connect new tank and pump house to existing filter‑separator building (piping, valves, vaults). • Deliver all required civil, structural, mechanical, and electrical work, including site‑specific adaptations and low‑slope roofing. • Comply with Japanese civil‑construction (doboku isshiki) or architectural‑construction (kenchiku isshiki) licensing by proposal due date. • Follow USACE contract clauses (DFARS, FAR), SOFA tax‑exemption, and Defense Priority (DO‑C2). • Submit technical and price proposals electronically via PIEE by 25 Jan 2027, 1400 JST.

Budget estimate

$50,000,000 – $100,000,000

The solicitation lists the project magnitude as ¥7.5 billion to ¥15 billion (approximately $50 million to $100 million at a 150 JPY/USD rate). This range reflects the total contract value, including design, construction, materials, and integration. Factors influencing the final budget include: (1) the final negotiated price under the LPTA process, (2) any optional CLINs exercised within 180 days of award, (3) potential liquidated‑damage penalties (¥615,000 per day) that could reduce net earnings, and (4) tax‑exempt status under SOFA which improves cash flow. A realistic earned revenue estimate for a qualified contractor would therefore fall between $50 M and $100 M.
