OCC-26-181 Enbridge Rate of Return Expert

The Office of the Ohio Consumers’ Counsel (OCC) is seeking a qualified Independent Contractor to provide technical assistance in determining the appropriate rate of return for The East Ohio Gas Company d/b/a Enbridge Gas Ohio. The selected contractor will review and analyze materials filed by the utility and other parties, and provide technical support for the discovery process. The contractor will also recommend and calculate an appropriate rate of return for the utility. The project is expected to last for 6 months, with an optional one-year extension. The OCC is looking for a contractor with substantial experience in evaluating rate of return for utilities. Key aspects of the job include: • Review and analysis of the utility's proposed rate of return • Technical support for the discovery process • Recommendation and calculation of an appropriate rate of return for the utility • Provision of written testimony and presentation of that testimony at a hearing • Review and analysis of the PUCO Staff's proposed rate of return • Coordination with other consultants retained by OCC
