Description

The New Hampshire Liquor Commission is seeking a qualified developer/operator to design, finance, construct, and manage two I‑95 service‑area complexes (north‑bound and south‑bound) in Hampton, NH. The contractor will demolish existing structures, build new service‑area buildings (≈ 16,000 GSF each) with fuel stations, food service, and convenience areas, and construct two liquor‑store buildings (≈ 22,000 GSF each) owned by the Commission. The developer will also operate the service‑area facilities for a 35‑year ground‑lease term, handling all O&M duties and paying a mix of fixed, percentage, fuel, and EV‑charging rents, plus a 1 % sales contribution to a reserve fund. • Scope includes demolition, site work, construction of service‑area and liquor‑store buildings, installation of ≥ 8 self‑service fuel pumps, drive‑throughs, EV‑charging stations, and full‑time 24×7 operations. • Financial responsibility covers all construction costs (up to $26.83 M reimbursable for liquor‑store buildings), insurance, bonds, and ongoing rent obligations; the contract provides a steady revenue stream over 35 years. • Key milestones: submission deadline 19 Jun 2026, award expected Dec 2026, notice‑to‑proceed Jan 2027, substantial completion of north‑bound site 15 Jun 2028 and south‑bound site 15 Dec 2028.

Budget estimate

$30,000,000 – $60,000,000

The solicitation caps reimbursement for the two liquor‑store buildings at $26.83 M and does not disclose the service‑area construction budget, which is likely of comparable magnitude. Adding the long‑term rent stream (fixed rent plus percentage of gross sales, fuel, and EV‑charging marks) over a 35‑year lease suggests total contract value could range from roughly $30 M (minimum construction + modest rent) to $60 M or more if sales are high and additional incentives are earned. Therefore a reasonable estimate for the client’s earned revenue is between $30 M and $60 M over the life of the contract.
