Description

The State of Delaware is seeking a professional‑services vendor to design, implement, host, and maintain a web‑based newborn hearing‑screening data‑collection platform (eSP™ or an equivalent solution). The contract includes migration of historical screening data, bidirectional HL7 messaging with hospitals, ongoing technical support and training, monthly progress reporting, CDC reporting capabilities, and compliance with IRS Publication 1075 and HIPAA. The vendor must operate the system within the United States, cannot subcontract without prior approval, and must provide a subscription‑license model with per‑user fees. • Deliver a secure, web‑based portal for hospitals to submit and view newborn hearing‑screening data (initial, follow‑up, diagnostic, EI referral). • Implement bidirectional HL7 interfaces and extend the DPH database to generate required EHDI‑IS and CDC reports. • Migrate legacy data (CSV export) from the incumbent system, provide ongoing technical support, training webinars, and monthly coordination calls. • Submit monthly usage and progress reports, and comply with strict data‑security, background‑check, and insurance requirements.

Budget estimate

$1,000,000 – $3,000,000

The solicitation does not disclose a ceiling, but comparable statewide health‑IT contracts for a full‑service SaaS platform, data migration, HL7 integration, and multi‑year support typically range from $1 million to $3 million per year. The lower bound assumes a modest implementation with limited licenses; the upper bound reflects extensive customization, high‑volume data migration, and a larger user base.
