NBS Laboratory Information Management System - OIT

The Colorado Department of Public Health and Environment (CDPHE) is conducting market research for a new Laboratory Information Management System (LIMS) to replace the existing newborn screening (NBS) platform. The new LIMS must integrate with over ten laboratory instruments, process approximately 130,000 newborn samples each year, and provide comprehensive tracking, reporting, and patient‑linkage capabilities. Respondents are asked to describe how their solution meets the detailed functional requirements (Exhibit A), provide cost estimates for development, implementation, and ongoing maintenance, outline an implementation schedule, and indicate willingness to participate in vendor demonstrations or interviews. All responses are to be submitted via email to the procurement point of contact by the specified deadlines. • Replace current NBS LIMS with a scalable, multi‑instrument system. • Support >130 k newborn samples annually across 10+ testing platforms. • Provide sample tracking, patient demographics linkage, reporting, and diagnostic follow‑up. • Submit system description, cost ranges (development, implementation, maintenance), and project timeline. • Optional participation in demos/interviews coordinated through the Purchasing Agent. • Responses are confidential until a future solicitation is issued; no award will result from this RFI.
