The Upland Unified School District is seeking a single “lead‑agency” contractor to design, staff, manage, and report on both the Expanded Learning Opportunities Program (ELOP) and the After‑School Education & Safety (ASES) program for five schools (Baldy View, Cabrillo, Citrus, Upland Elementary, and Upland Junior High). The contractor must serve Transitional Kindergarten through 8th grade, provide full‑service program delivery (curriculum, staffing, safety, reporting, snack coordination, and required training), and meet strict student‑to‑staff ratios, attendance, and background‑check requirements. Pricing must be submitted on a per‑student‑per‑day basis and the contract is a one‑year base term with up‑to‑four one‑year extensions.
