Description
The National Oceanic and Atmospheric Administration (NOAA) is seeking to negotiate and award a purchase order on a sole source basis with ASTM International for online publication services, including ASTM, IEC, and ISO standards. The requirement is for a platform that provides these publications without the use of artificial intelligence or generative artificial intelligence in the system architecture and has the ability to integrate into NOAA-owned document specifications. The period of performance is from the date of award through one year, with four additional one-year option periods.
• The sole source determination is based on NOAA's requirement that ASTM International is the only vendor that distributes these publications.
• Market research was performed, checking various standards development organization platforms, and all used AI/GenAI or lacked features to integrate into document specifications.
