Description

The City of Flint is seeking a vendor to provide three years of effluent toxicity testing services for its Wastewater Treatment Plant (WPC). The contractor will be responsible for sampling, laboratory analysis, data reporting, and compliance verification of effluent discharges to ensure adherence to state and federal environmental regulations. This effort supports ongoing water quality monitoring and public health protection. • Perform scheduled and ad‑hoc effluent toxicity tests (e.g., acute toxicity, chronic toxicity) on wastewater streams. • Provide detailed analytical reports, data interpretation, and regulatory compliance documentation. • Supply all necessary laboratory equipment, reagents, and certified personnel for the full three‑year contract period. • Coordinate with City of Flint engineering staff for sample collection and result review. • Maintain quality‑assurance protocols and respond to any non‑compliance findings with corrective actions.

Budget estimate

$200,000 – $500,000

Based on typical municipal water‑quality testing contracts, a three‑year effluent toxicity testing program typically ranges from $200,000 to $500,000 total, depending on sample frequency, number of analytes, and reporting requirements. This estimate assumes moderate sampling (monthly to quarterly), full laboratory staffing, and compliance documentation.
