Hispanic-Serving Institutions: Enriching Learning, Programs, and Student Experiences (HSI:ELPSE)

The National Science Foundation’s HSI:ELPSE program seeks proposals from accredited Hispanic‑Serving Institutions (HSIs) to improve undergraduate STEM education, increase recruitment, retention, and graduation rates, and broaden student experiences. Two tracks are offered: (1) Implementation and Evaluation Projects (IEP) – Levels 1 and 2, focusing on curriculum redesign, pedagogical innovations, support structures, degree‑program enhancements, and student pathways; (2) Educational Instrumentation (EI), aimed at expanding access to computing resources and laboratory instrumentation, especially for HSIs in EPSCoR jurisdictions or Primarily Undergraduate Institutions (PUIs). Eligible institutions must be accredited, offer STEM certificates or degrees, and hold official HSI status from the U.S. Department of Education; EI applicants must also meet PUI criteria. Funding is discretionary, with an estimated total of $19 million across up to 33 awards, each capped at $1 million.
