Design and Build Services for a Material Recovery Facility (MRF)

The City of Columbia is seeking a design-build contractor to provide design and construction services for a new Material Recovery Facility (MRF) at the Columbia Sanitary Landfill. The facility will include a 26,000 sqft building with a 16,000 sqft processing area and a 10,000 sqft tipping floor/receiving area. The contractor will be responsible for all necessary construction work, including concrete work, and will be required to provide a performance bond and a labor and material payment bond. The contract period will be for a maximum of five years, and the contractor will be required to complete the project within the proposed timeline. The City reserves the right to terminate the contract following completion of design services. Key features of the project include: • A 26,000 sqft building consisting of a 16,000 sqft processing area and a 10,000 sqft tipping floor/receiving area • An enclosed area of approximately 1,300 - 1,500 sqft including a breakroom, toolroom, electric room, women’s restroom, and men’s restroom • An HVAC system for the office area • Two exhaust fans for ventilation • Four 18’ garage doors and three 14’ garage doors • A fire suppression system for the building • Installation of heating equipment using the glycol infused circulation system from the bioreactor located on landfill property
