Description

The City of Green Bay is seeking a qualified contractor to remove, haul, and legally dispose of existing railroad ballast from the East Loop of Bay Beach Amusement Park, then fine‑grade the subgrade, place approximately 83.41 cubic yards of sub‑ballast and 194.49 cubic yards of new ballast, compact, and finish the surface for future rail‑tie installation. The contractor must provide all labor, equipment, mobilization, disposal fees, and cleanup, and must coordinate work after the City completes rail and tie removal. The scope excludes any rail, tie, or track installation work. Bids are due 10/22/2026, with questions due 10/06/2026. The project will be performed on‑site in Green Bay, WI, and the contractor must comply with City insurance, warranty, and reporting requirements. • Remove and dispose of existing ballast within the East Loop limits. • Load, haul, and dispose of ballast at a legally authorized facility (disposal fees included). • Fine‑grade exposed subgrade and place 83.41 CY of sub‑ballast. • Place, spread, and grade 194.49 CY of new railroad ballast to required elevations and cross‑slopes. • Compact/seat ballast, ensure proper drainage, protect existing utilities and park features. • Perform final site cleanup and remove all excess material and equipment. • Provide warranty for workmanship and materials; submit usage reports annually.

Budget estimate

$15,000 – $30,000

The work involves moving roughly 194 cubic yards of existing ballast plus 83 cubic yards of new sub‑ballast and ballast. Assuming an average cost of $30 per cubic yard for removal/disposal and $20 per cubic yard for new material placement (including labor, equipment, and haul‑away), the base cost is about $11,200. Adding mobilization, supervision, permits, and a modest profit margin brings the total contract value into the $15,000–$30,000 range. Larger contractors with higher overhead may bid toward the high end, while smaller firms could target the low end.
