Description
The Lake Charles Harbor & Terminal District is seeking qualified contractors to design and construct a rail extension and trans‑loading yard within the Industrial Park East area of Calcasieu Parish, Louisiana. The scope includes site clearing, earthwork, lime treatment, installation of new 136‑# rail, steel‑tie track (Track‑D alternate), turnouts, concrete crossing panels, culverts, geotextile placement, concrete pavement, fencing, gates, and related storm‑water management. All work must comply with Union Pacific Railroad specifications, AREMA standards, and applicable state and federal regulations. Bidders must submit the Louisiana Uniform Public Work Bid Form, unit‑price schedules, and a 5 % bid bond, and must acknowledge receipt of all addenda.
• Rail track construction: new steel‑tie track, turnouts, point protectors, welding at crossings.
• Heavy civil works: clearing & grubbing, excavation, drainage, lime stabilization, embankment, culvert installation, concrete work, geotextile and pavement.
• Mandatory compliance: UPRR technical specs, AREMA, Louisiana licensing, insurance, DBE requirements, and submission of detailed bid forms.
