Description

The Kenosha County Department of Human Services is seeking a qualified provider to deliver the Intensive Supervision Youth Competency Program. This program aims to address the needs of youth adjudicated by juvenile court, whose behavior puts them at risk for an out-of-home placement. The program uses positive youth development concepts to provide services, focusing on behavior change, skill-building, and reducing recidivism. The target population is adjudicated youth aged 12-17, and the program goals include reducing the likelihood of re-arrest, strengthening family engagement, and improving academic performance. The provider must offer intensive supervision, case management, and family engagement services, as well as educational and vocational support. The program requires a minimum of a bachelor's degree in social work, criminal justice, or a related field for case managers, and a program supervisor with at least three years of experience in juvenile justice or a related field. • The program must provide services to help youth successfully complete their supervision and commit no new delinquent acts. • The program must focus on behavior change through teaching skills and addressing needs. • The program must provide skill-building activities to reduce recidivism. • The provider must maintain accurate records and submit regular reports to the County of Kenosha, WI. • The provider must participate in contract review meetings with designated staff from the County of Kenosha, WI.

Budget estimate

$500,000 – $1,500,000

The budget for this contract is not explicitly stated in the document. However, considering the scope of the program, which includes intensive supervision, case management, and family engagement services, as well as educational and vocational support, the cost could be substantial. Assuming a moderate-sized program with a caseload of 150-180 youth and families, and considering the requirements for staff qualifications, training, and facilities, a rough estimate for the annual cost could be in the range of $500,000 to $1,500,000. This estimate is based on the costs of similar programs and the requirements outlined in the RFP.
