As Needed, M.A.D. Assessment Engineering & Special District Administration Services

The City of San Diego is seeking a qualified design professional to provide on‑going engineering and administrative services for its Maintenance Assessment Districts (MADs). The contractor will prepare annual assessment reports, manage levy and enrollment processes, and engineer the creation of new districts, ensuring compliance with local ordinances and state law. The engagement is a 5‑year, up‑to‑$1 M fixed‑price contract requiring a licensed civil engineer and related staff. • Prepare and submit annual assessment rolls and reports for existing MADs. • Manage annual levy enrollment, parcel data updates, and invoicing of owners. • Conduct feasibility studies, engineering designs, and public‑hearing support for new districts. • Provide ongoing consulting, map production, and customer service to stakeholders. • Maintain required insurance, bonds, and licensing throughout the contract term.
