Rental of Indoor Firing Range for ERO/Buffalo Field Office

The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), intends to award a firm-fixed price purchase order on a sole source basis to the Town of Lancaster, NY, for the rental of its secure indoor firing range facility. The facility is required to provide quarterly firearms training for approximately 120 ICE law enforcement officers. The rental of the indoor firing range facility is necessary because local weather conditions in the Buffalo, NY area do not permit the use of outdoor firing range facilities during the January to March quarter. • The facility must be secure and provide a safe environment for ICE officers to meet their quarterly firearms training requirements. • The facility is located behind a fence and has on-duty law enforcement stationed on-site. • The Town of Lancaster is the only responsible source that can provide the required services, and no other vendors offer similar services that meet the agency's security requirements.
