Description

The Grand Strand Water and Sewer Authority (GSWSA) is seeking qualified CMAR contractors to provide pre‑construction services for Phase 1 upgrades to the Bull Creek Water Treatment Plant aimed at eliminating PFAS contamination. The selected proposer will first deliver pre‑construction consulting, then potentially transition to a construction services contract under a Guaranteed Maximum Price (GMP) arrangement. This effort focuses on upgrading treatment processes, mechanical and electrical systems, and associated site infrastructure to meet emerging water quality standards. • Scope includes design support, cost estimating, scheduling, value engineering, and procurement assistance for PFAS remediation upgrades. • Project delivery method is Construction Management‑Risk (CM‑R), requiring the contractor to assume construction risk after the pre‑construction phase. • The bid deadline is July 2, 2026 5:00 PM, with the solicitation posted June 3, 2026; all proposals must be submitted via BidNet.

Budget estimate

$5,000,000 – $15,000,000

Based on typical costs for PFAS remediation and comprehensive treatment‑plant upgrades, a Phase 1 project of this scale generally ranges from $5 million to $15 million in total contract value. The lower end reflects a focused upgrade (e.g., limited equipment replacement), while the upper end accounts for extensive mechanical, electrical, and civil works, plus contingency for novel treatment technologies.
