The City of Longmont intends to award a procurement without full and open competition for the purchase of RuggedCom by Siemens equipment, specifically a rack-mount media converter and network switch with hot swappable units and dual power supplies. The equipment is required to replace outdated substation equipment and consolidate multiple media converters into one unit. The City requires a cyber-secure network capability and network converter modules to be housed in a single rack-mount chassis with redundant DC power supplies. Interested parties may submit responses to challenge this procurement prior to award, but must demonstrate clear, compelling evidence that they can meet the City's critical requirements. • The equipment must be substation hardened and NERC/CIP compliant. • The equipment must have dual DC power supplies to run on the substation battery system. • The equipment must have hot swappable modules to reduce loss of communication. • The equipment must support 8 individual modules for up to 96 ethernet or up to 48 optical ports. • The equipment must be able to consolidate multiple media converters into one unit.
