Description
This solicitation is for the design, installation, testing, and commissioning of an Electronic Surveillance System (ESS) with new CCTV cameras and a comprehensive highway lighting control upgrade on the Trenton‑Morrisville Toll Bridge (U.S. Route 1) spanning Pennsylvania and New Jersey. The work includes demolition of existing equipment, installation of new conduit, fiber‑optic and power infrastructure, placement of PTZ and fixed cameras, replacement of lighting control nodes, and extensive traffic‑control planning. The contract is fixed‑price, with a 10 % bid security, performance and payment bonds required, and a 25 % Identified Business Enterprise (IBE) participation goal.
• Install new ESS cameras (pole‑mount PTZ, wall‑mount PTZ, wall‑mount fixed) with PoE power and networking equipment.
• Replace and upgrade highway lighting controls, conduit, wiring, and junction boxes; provide new lighting fixtures and controls.
• Perform civil works (excavation, directional boring, paving, sidewalk, topsoil) and develop detailed traffic‑control plans for lane closures and detours.
• Coordinate utility locate, comply with PennDOT and NJDOT pre‑qualification standards, and meet strict milestone dates (substantial completion by August 27 2027, final completion by September 24 2027).
