Request for Proposals - Northbound Liquor Fixtures, Furniture, and Equipment

The City of Elk River is soliciting qualified vendors to supply and install all fixtures, furniture, and equipment (FF&E) for its new Northbound Liquor store, including shelving systems, retail gondolas, back‑room storage, pallet racking, shopping carts, cabinets, walk‑in cooler, refrigeration units, and related accessories. Proposals must be submitted by certified mail no later than 4:30 p.m. on 28 Oct 2026 to the city’s procurement office. The contract will be awarded to the most advantageous, responsive, and responsible bidder, not necessarily the lowest price. • Scope includes design‑matched shelving, gondola units, back‑room storage, pallet racking, carts, baskets, checkout counters, breakroom and bathroom cabinetry, and a full walk‑in cooler with doors and refrigeration equipment. • Installation of all items (assembly, anchoring, mounting, and commissioning of refrigeration) is required. • Vendor must provide a cover letter, signed proposal (Attachment A), and firm background/qualifications (Attachment B). • All submissions become public record; confidential data must be clearly marked. • No addenda have been issued yet; the city may issue them prior to the deadline.
