The Navy is consolidating maintenance, modernization, and repair requirements for DDG‑51 (Arleigh Burke‑class) destroyers home‑ported in Norfolk, VA into a series of Single‑Award Indefinite Delivery/Indefinite Quantity (IDIQ) Multi‑Ship Sustainment Partnership (MSSP) contracts. Contractors will be awarded either Facilitized Lots (including both Fleet Maintenance Availabilities and Chief of Naval Operations‑scheduled Incremental Selected Restricted Availabilities) or Non‑Facilitized Lots (Fleet Maintenance Availabilities only). Each contract will cover a three‑year ordering period with annual ordering windows, and will require Tier I (or Tier II for non‑facilitized) Master Ship Repair Agreements, waterfront shipyard facilities, and the ability to perform both critical‑system and non‑critical‑system work. The effort aims to create long‑term relationships, reduce mobilization costs, and improve schedule and cost performance for the Navy’s surface fleet.
• Consolidation of existing IDIQ‑MAC contracts into up to three Facilitized and three Non‑Facilitized MSSP contracts per homeport.
• Work includes inspections, engineering/design support, material procurement, logistics, and execution of both routine and depot‑level maintenance.
• Requires Tier I MSRA for ISRAs; Tier II MSRA acceptable for non‑critical fleet maintenance.
• Performance location primarily at Norfolk Naval Station; some work at contractor‑provided facilities.
• Estimated contract value spans three one‑year ordering periods, with a total potential value in the high‑hundreds‑of‑millions of dollars.
• Small‑business set‑aside for Non‑Facilitized Lots; full competition for Facilitized Lots.
• Award expected before CD&F expiration 31 Dec 2027.
