Description

The U.S. Army Corps of Engineers is conducting market research to identify interested and qualified parties for pipeline dredging of the Columbia and Lower Willamette Rivers Navigation Project. The project requires a minimum 5-year contract duration, with a preference for a duration exceeding 10 years. The contractor will be responsible for pipeline dredging operations, material placement, and related activities. The average annual dredging volume is expected to be between 2.5 and 4 million cubic yards of material. The contractor must be capable of supporting an average daily dredging production rate between 18,000 and 25,000 cubic yards. Some key requirements and constraints include: • Annual maintenance dredging from 1 June to at least 31 Dec, with availability for out-of-season emergency dredging response • Equipment and operations must be capable of supporting the required dredging production rate • Dredging depths are between 20 feet and 48 feet below CRD • Material to be dredged is primarily sand, gravel, and pumice • The operation must be capable of dredging during 6 feet per second river currents, 25 mph wind with 40 mph gusts, and wind waves up to 5 ft • Equipment must support pumping up to 2 miles from the dredge site • Placement area requirements include deep water placement areas, shallow water placement sites, shoreline placement, construction of new islands, and confined upland placement • Environmental compliance requirements include spill protection and response, turbidity minimization and monitoring, bird monitoring, avoidance and dissuasion, and wetland and riparian vegetation protection

Budget estimate

$50,000,000 – $200,000,000

The budget for this contract is not explicitly stated in the document. However, based on the scope of work and the requirements, it can be estimated that the contract value will be substantial, likely in the tens of millions of dollars. The average annual dredging volume of 2.5 to 4 million cubic yards of material, and the requirement for a minimum 5-year contract duration, suggest a significant investment in equipment, personnel, and resources. The cost of the contract will depend on various factors, including the type and amount of equipment required, the number of personnel needed, and the complexity of the dredging operations. A rough estimate for the total contract value could be between $50 million and $200 million, considering the scope of work, the contract duration, and the average annual dredging volume.
