Carbon Offset Brokerage Services

Valley Water is seeking an experienced firm to act as a carbon‑offset broker for the Anderson Dam Seismic Retrofit Project, ensuring compliance with Mitigation Measure GHG‑2. The contractor will procure, document, retire, and report voluntary carbon offsets, following CEQA‑defensible processes and California’s AB 1305 requirements. The work includes market assessments, procurement strategy, transaction execution, and annual reporting over a three‑year contract term, with two optional one‑year extensions. • Provide end‑to‑end brokerage services: market analysis, offset selection, purchase, transfer, and retirement. • Deliver CEQA‑compatible documentation and public‑record‑ready reporting each year. • Meet geographic preference hierarchy (Bay Area → California → other U.S.) and volume targets (≥150,000 MT CO₂e cumulative, ≥20,000 MT CO₂e in a single year). • Maintain financial capacity to manage pass‑through purchases and ensure proper retirement in recognized registries (CAR, ACR, Verra, Gold Standard).
