Description

Idaho Transportation Department (ITD) is issuing a statewide blanket purchase order for highway‑delineation products. The solicitation covers two primary product groups: flexible snow‑marker poles (144 in, orange, rectangular, E‑glass/ polyester) and rigid “U‑channel” steel posts (6 ft, ASTM A499‑89 Grade 60). Bidders must be authorized distributors or manufacturers, provide a warranty that passes the full manufacturer’s warranty to the State, and meet strict packaging, labeling, and delivery requirements (30 day delivery after order receipt, FOB destination). The contract is initially for a two‑year term with the possibility of two additional two‑year renewals (maximum six years). Pricing must be fully‑burdened, unit‑price based, and firm for 90 days after the bid closing; price adjustments are only allowed with written approval. The award will be based on the lowest total cost among responsible bidders, with all submissions made electronically through the Idaho IPRO system. • Provide 1,000 flexible snow‑marker poles and 10,000 rigid steel posts (estimates for year 1). • Must submit Submittal Forms A, B, C via IPRO, with no password protection, and include an authorized‑dealer letter. • Required insurance: $1 M CGL, $1 M auto liability, workers’ compensation, and a 5‑day post‑award COI. • Delivery to any of six ITD districts; acceptance window 14 days post‑delivery/installation. • No substitutions without prior written approval; any equivalent component must be documented before the question‑period closes.

Budget estimate

$100,000 – $500,000

Although the solicitation does not disclose a total contract value, the estimated quantities (1,000 snow poles and 10,000 steel posts) suggest a modest spend. Assuming an average unit price of $30 for the poles and $10 for the steel posts, the first‑year material cost would be roughly $130,000. With a two‑year base term (and possible extensions), the total contract could range from $100,000 to $500,000 depending on actual unit pricing, discounts, and any price adjustments. The estimate accounts for the administrative fee exemption, transportation costs, and the need for a fully‑burdened price.
