Description

Pender County is seeking a qualified general contractor to fully renovate four residential apartments at the Seven Oaks Apartments complex in Burgaw, NC. The contractor must provide all labor, materials, equipment, permits, and supervision to deliver move‑in‑ready units that match the quality of previously renovated apartments. The scope includes demolition, water‑damage repair, new kitchen and bathroom cabinets, countertops, appliances, flooring (carpet and luxury vinyl plank), interior doors, painting, plumbing/electrical work, final cleaning, and warranty documentation. Bids must be sealed, include a 5 % bid bond, and be submitted by October 28, 2026. The contract will be awarded to the lowest responsive, responsible bidder and will be a fixed‑price, performance‑bonded agreement. • Renovate four apartments (2‑bed/2‑bath and 2‑bed/1‑bath units) – full interior demolition and rebuild. • Provide new cabinets, countertops, appliances (Whirlpool/Amana range & refrigerator), flooring, doors, and paint (Sherwin‑Williams Antique White). • Perform all required permitting, inspections, and disposal of demolition waste. • Submit detailed cost proposal, non‑collusion affidavit, certifications, insurance, and a 5 % bid bond. • Project schedule and daily progress reporting required; liquidated damages of $150 per day for overruns. • Contractor must furnish performance and payment bonds (100 % of contract amount) and warranty documentation.

Budget estimate

$600,000 – $1,200,000

Based on typical renovation costs for mid‑range apartments in coastal North Carolina (approximately $150,000–$300,000 per unit for complete gut‑to‑gut remodels including demolition, new cabinets, appliances, flooring, paint, and all labor), the total contract value for four units is likely to fall between $600,000 and $1,200,000. The estimate accounts for material quality (mid‑range appliances, luxury vinyl plank, carpet, Sherwin‑Williams paint), required permits, bonding, and a 10 % owner contingency noted in the contract. Local labor rates and the need for performance/payment bonds also push the upper bound higher.
