The U.S. Army Corps of Engineers Seattle District is gathering market intelligence for a potential multi‑year, multi‑party Other Transaction Authority (OTA) framework to construct several high‑value facilities at Malmstrom Air Force Base, Montana, as part of the Sentinel Ground‑Based Strategic Deterrent program. The framework would span roughly five years (potentially up to seven) and could support additional military construction across Washington, Idaho, Oregon, and other Montana sites. The immediate focus includes five major facility packages—Consolidated Maintenance Facility, Integrated Training Center, Missile Handling Complex, Integrated Command Center, and Operations Group Facility—each ranging from $100 M to $300 M in estimated construction magnitude. The Government seeks industry input on the attractiveness, commercial terms, and execution approach for this OTA vehicle, including preferred contract methods (CM@Risk, progressive design‑build, etc.) and risk‑sharing mechanisms. Responses are to be submitted via an online questionnaire and a brief (≤5‑page) capability statement by 10:00 AM PDT on 20 Oct 2026.
