Notice of Intent to Sole Source: BEP DCF Sub-Basement & 9th Floor Heat Exchanger

The Bureau of Engraving and Printing (BEP) intends to award a sole source purchase order to Mainstream, Fluid and Air, LLC for the procurement and delivery of a replacement tube bundle and a shell-and-tube heat exchanger for the Washington, DC facility. The heat exchanger has stopped working effectively due to damaged tubing and must be addressed urgently. The scope of work includes the procurement and delivery of the replacement parts, while the installation and repairs will be carried out by a government-employed repairman from the Plumbing and Pipe Fitting Shop. * The replacement parts include one RTB-6A-22x72 replacement tube bundle and one HXR-6A-20x116-04-AA shell-and-tube heat exchanger. * The heat exchanger has been in continuous use since 1975 and has undergone multiple repairs. * The procurement is being conducted under FAR 13.106-1(b)(1) due to urgent and compelling circumstances. * The applicable classification is NAICS 332410 — Power Boiler and Heat Exchanger Manufacturing.
