PLA Survey - Construction of Ops Group Facility in Dover, DE

The U.S. Army Corps of Engineers Louisville District is soliciting comments from the construction community on the potential use of a Project Labor Agreement (PLA) for the construction of a new Operations Group Facility at Dover Air Force Base in Delaware. The project involves the construction of a two-story, 3,069 square meter facility, including all required supporting utilities, pavements, parking lot, site improvements, and communications. The construction scope also includes the demolition of the existing facility and the removal of hazardous materials. Key aspects of the project include: • The project will require project phasing and coordination with government stakeholders. • The existing facility must remain in operation during construction. • The construction of the new facility will be followed by the relocation of personnel and then the demolition of the existing facility. • The project will comply with DoD Antiterrorism/Force Protection requirements and will be designed according to the DoD Unified Facilities Criteria. • The project will include a Comprehensive Interior Design package. The construction community is invited to comment on the use of PLAs, including their experiences with PLAs in the local area, potential skilled labor shortages, time-sensitive issues, and the potential cost impacts of a PLA requirement.
