("Continuous") Establish a Qualified Pool of Municipal Advisors

The City of San Diego is creating a five‑year qualified pool of municipal advisors (including underwriters and commercial‑paper dealers) to support its bond and note issuances and related advisory services. Firms submit a Statement of Qualifications; no price proposal is required. The pool will be valid from April 19 2021 through April 18 2026, with the possibility of two one‑year extensions at the City’s discretion. Existing pool members must re‑apply. Successful respondents will be placed on a roster from which the City may issue separate project‑specific RFPs. • Provide advisory services for bond/note financing, underwriting team selection, pricing, rating‑agency strategy, and post‑issuance support. • Offer broader municipal advisory services such as fiscal analysis, economic impact studies, revenue‑generation feasibility, and strategic financial planning. • Must hold all required federal and state licenses, demonstrate relevant experience, and meet the City’s contractor standards and equal‑opportunity requirements.
