Description

The Bureau of Land Management (BLM) is seeking to award a sole‑source contract to Teledyne FLIR for three Recon HD long‑range, cooled MWIR thermal binocular/camera systems. The equipment must be Section 889‑compliant, combine a low‑light visible camera with a cooled mid‑wave infrared imager, deliver 1280 × 720 HD video, and provide detection ranges of up to 9,700 m for vehicles and 3,900 m for humans. The systems will support BLM law‑enforcement missions such as suspect detection, UAV identification, overwatch, search‑and‑rescue, evidence collection, and reconnaissance in remote, austere environments. Although the solicitation is sole‑source, BLM invites any responsible source to submit a quotation or capability statement for consideration. • Sole‑source award to Teledyne FLIR for three Recon HD thermal binoculars • Required features: cooled MWIR sensor, 2× doubler lens, 1280 × 720 HD, detection up to 9.7 km (vehicles) and 3.9 km (humans) • Intended use: law‑enforcement, UAV detection, SAR, evidence collection, reconnaissance • Submissions accepted electronically during the announcement period (no specific deadline provided) • Contact: Emmett Larson, BLM (email [email protected], phone (303) 236‑6701)

Budget estimate

$300,000 – $800,000

The solicitation does not disclose a contract value. A high‑definition, cooled MWIR thermal binocular system like the Teledyne FLIR Recon HD typically costs between $150,000 and $250,000 per unit when purchased in low volumes. For three units, the total contract could reasonably range from roughly $450,000 to $750,000, plus any ancillary services (training, support, spares). Therefore, a ball‑park estimate for the award is $300k‑$800k, depending on configuration, support agreements, and potential discounts for government procurement.
