The University of North Texas System seeks a qualified 501(c)(3) nonprofit finance entity to design and implement a tax‑exempt bond financing package for its new student‑housing P3 project in Denton, TX. The selected firm will develop the financing structure, provide cash‑flow and source‑and‑uses analyses, advise on credit enhancements, participate in negotiation of ground‑lease and development agreements, and outline long‑term asset‑management plans. Deliverables include a detailed fee proposal, organizational chart, resumes of key staff, and any preferred third‑party advisors. The contract will run from award (June 2026) through project delivery and occupancy targeted for Fall 2029. • Design a tax‑exempt bond (revenue‑bond or private‑activity bond) for a $110‑$135 M issuance supporting a long‑term ground lease. • Provide preliminary cash‑flow, DSCR ≥ 1.25, and source‑and‑uses of funds schedules (or estimates). • Advise on credit enhancements, negotiate PDA/DA/ground‑lease terms, and create a long‑term asset‑management framework. • Submit a competitive fee proposal covering upfront, ancillary, and annual operating fees. • Demonstrate relevant experience in higher‑education financing, Texas market familiarity, and a capable project team.
