Description

The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential vendors for an Unmanned Common Controller (UCC) solution. The UCC should be a portable, modular, open-architecture control system capable of operating multiple unmanned aircraft systems (UAS). Key capabilities of interest include cross-platform interoperability, multi-aircraft control, mission planning, payload control, data dissemination, and integration with higher-echelon C2 networks and ATAK-based applications. Vendors are encouraged to submit a capability white paper outlining their proposed UCC solution, including its architecture, subsystem interfaces, and integration artifacts. • The UCC should support multiple UAS platforms and provide a common interface for mission planning, execution, and post-mission analysis. • The solution should be modular, scalable, and secure, with a focus on open-architecture design and compliance with Modular Open Systems Approach (MOSA) principles. • Vendors should provide information on their experience with similar systems, their approach to cybersecurity and supply-chain risk management, and their plans for future development and support. • The Government is interested in understanding the current state of industry capabilities and identifying potential vendors for future acquisition strategies.

Budget estimate

$10,000,000 – $50,000,000

The potential budget for this contract is difficult to estimate without more specific information on the scope of work, production volumes, and desired capabilities. However, considering the complexity of the Unmanned Common Controller solution and the need for a modular, open-architecture design, it is likely that the contract value will be substantial. Given the context, a possible budget range could be between $10 million and $50 million, depending on the number of UCC units to be produced, the level of customization required, and the extent of support services needed. Factors influencing the budget include the production capacity of the selected vendor, the unit cost of each UCC, and any additional services such as training, maintenance, and sustainment that may be included in the contract.
