RFP - As-Needed Relocation and Goodwill Services

The County of El Dorado is soliciting a qualified firm to provide on‑call relocation assistance and goodwill services for its Department of Transportation projects. The contractor will work on an as‑needed basis, responding to task orders that arise from public‑works projects funded by local, state, or federal sources, and must adhere to Caltrans right‑of‑way, local assistance, and federal compliance requirements. • Perform relocation planning, inventory, and displacement assessments for residents, businesses, farms, and other property owners. • Deliver goodwill appraisal, mitigation plans, and, when required, testimony or deposition related to business goodwill loss. • Operate under a three‑year task‑order agreement with a total ceiling of $200,000. • Demonstrate prior experience with Caltrans ROW policies, state/federal funded projects, and relevant licensing/insurance. • Submit required certifications, staff qualifications, rate schedule, and at least three references as outlined in the RFP attachments.
