The City of Terre Haute is seeking a qualified environmental consulting firm to serve as the Qualified Environmental Consultant (QEC) for a four‑year EPA Brownfields Assessment Grant. The consultant will manage the grant, conduct Phase I and Phase II environmental site assessments, develop cleanup and reuse plans, and lead community outreach activities, all in compliance with EPA, ASTM, and Indiana Brownfields requirements. This role includes grant administration, reporting, data management, and coordination with EPA Region 5 and local stakeholders. • Manage the $500,000 EPA Brownfields Assessment Grant, ensuring compliance and delivering quarterly reports. • Perform Phase I (ASTM E1527‑21) and Phase II investigations, including sampling, QA/QC, and technical reporting. • Develop remedial action plans, cleanup alternatives, and support community engagement and redevelopment strategies. • Provide training, regulatory support, and GIS mapping while maintaining required insurance coverage. • Deliver all services over a four‑year contract period, with potential extensions tied to EPA funding.
