Solid Waste Environmental Compliance & Operations Assistance Services - Open End Contract

The Cecil County Department of Public Works is seeking a qualified professional engineering firm to provide on-call Solid Waste Environmental Compliance & Operations Assistance services under an open-end contract. The selected firm will provide environmental compliance and operations assistance tasks relating to solid waste management projects, facilities, and operations. The scope of work includes landfill and transfer station operations, permitting and associated reporting, environmental monitoring and compliance, landfill gas collection and control operation and maintenance, leachate management, storm water/erosion and sediment control inspection, and aerial survey/volume analysis. The firm will also provide technical, regulatory, and record keeping assistance in support of environmental compliance. Some key responsibilities of the selected firm include: • Providing engineering assistance and support with air compliance permitting, monitoring, and reporting • Preparing annual waste-in-place and methane generation reporting • Performing monthly monitoring of perimeter landfill gas probes and onsite structures • Assisting with operation & maintenance of the landfill gas collection system • Providing field consultation services required for the operation of various solid waste facilities • Preparing intermediate grading plans for landfill phasing of existing waste disposal area • Conducting semi-annual erosion and sediment control inspections at the landfill • Conducting leachate line inspection and coordinating leachate line cleaning when needed The selected firm will be required to submit a technical proposal, rate structure, and other required documents. The contract will be awarded based on a Best Value determination, considering qualifications, experience, past performance, technical approach, and rate structure.
