Description
This project involves the complete reconstruction of Lighthouse Point Road in the City of Two Harbors, MN, including grading, sub‑grade preparation, bituminous surfacing, ADA‑compliant pedestrian improvements, and extensive utility relocation and new construction (water, sanitary, and storm‑sewer systems). The contract will be awarded to the lowest responsive and responsible bidder, with performance and payment bonds equal to the contract amount, and requires compliance with MnDOT specifications, a Project Labor Agreement, and a Workforce/Equal‑Pay certification.
• Roadway work: 0.254 mi of two‑lane local road, removal of existing pavement, new asphalt, concrete curb & gutter, and ADA ramps.
• Utility work: installation of new water‑main, sanitary‑sewer lines, storm‑sewer pipe and structures, and removal/relocation of existing utilities.
• Environmental compliance: SWPPP, NPDES construction permit, erosion‑control BMPs, and required workforce participation goals.
