Description

The State of Montana’s Natural Resource Damage Program (NRDP) is issuing an Intent to Sole Source for a proprietary “Farmers Conservation Alliance” (FCA) cone‑type fish screen to be installed as part of the Gardiner Diversion Irrigation Improvements Project. The screen must be a non‑powered, low‑maintenance device that can handle irrigation‑flow requirements, survive a 100‑year flood event, and improve fish passage at the Gardiner site. The agency will consider alternative vendors only if they can demonstrate an equivalent product; otherwise the contract will be awarded to FCA (or possibly Intake Screens, Inc.). • Scope: Supply and install a passive cone fish screen, including site preparation, concrete works, headwall, debris rack, and related civil works. • Budget ceiling: $360,822 (shipping excluded), with a comment deadline of 11 May 2026 2 PM. • Schedule: Installation to begin after the fall irrigation shutdown (Fall 2026) and be completed before the next irrigation season (Spring 2027). • Requirements: Vendor must be registered in Montana’s eMACS system, submit a written description of how they meet the specifications, and provide company/contact details via the eMACS Q&A board.

Budget estimate

$300,000 – $400,000

The Intent to Sole Source letter caps the contract value at $360,822 (excluding shipping). Assuming the vendor’s profit margin ranges from 10‑15 % after material and labor costs, the expected earnings for the contractor would be roughly $30 k to $55 k. However, if the contractor also supplies the screen (manufacturing component) the total contract revenue could approach the full ceiling, yielding earnings in the $300 k‑$400 k range. Given typical subcontractor margins, a realistic budget estimate for a qualified installer/manufacturer is $300,000‑$400,000.
