Description

This solicitation requests a qualified contractor to execute a full renovation of the FEMA Region 6 Federal Regional Center (Watch Center) located at 800 N Loop 288, Denton, Texas. The work includes phased planning, demolition, construction, utility coordination, interior build‑out, safety and quality control, and final close‑out documentation while the facility remains occupied and mission‑critical operations continue. The contract will be awarded on a firm‑fixed‑price basis and evaluated using a Best Value Tradeoff that emphasizes technical approach, staffing, safety, schedule, past performance, geographic proximity, and price. • Scope: demolition, wall removal, door/frame installation, ceiling/finish work, HVAC, electrical, fire protection, data, and life‑safety systems. • Must coordinate utilities, manage dust/noise, and minimize disruption to FEMA operations. • Requires compliance with NEC, NFPA, OSHA, GSA, NEPA, ASHRAE, ADA, and other federal, state, and local codes. • Contractor must provide qualified Project Manager, on‑site supervision, qualified trades, and detailed safety/quality plans. • Evaluation emphasizes technical merit over price; proximity within 150 mi of Denton is required. • Deliverables include as‑built drawings, warranties, test results, and complete close‑out documentation.

Budget estimate

$5,000,000 – $15,000,000

The solicitation does not disclose a contract value. Based on typical renovation costs for a federal regional watch center (approximately 30,000–50,000 sq ft) and the extensive scope—including demolition, interior build‑out, utility upgrades, and compliance with multiple federal codes—a reasonable estimate ranges from $5 million for a modest renovation to $15 million for a comprehensive, high‑spec upgrade. Factors influencing the final amount include the exact square footage, material selections, subcontractor rates, and any unforeseen site conditions.
