The City of Salina is seeking a qualified consulting firm to conduct a comprehensive operational assessment of its municipal animal shelter. The scope covers facility condition, shelter operations, animal care, community engagement, volunteer program, finance, data management, leadership, and veterinary services, culminating in a detailed report, executive summary, prioritized recommendations with cost estimates, and a presentation to city leadership.
• Review physical plant, workflow, ADA compliance, and identify capital‑improvement needs.
• Analyze intake, adoption, euthanasia, foster, and veterinary processes, plus financial structure and data reporting systems.
• Deliver a written assessment, cost‑edged recommendations, and a stakeholder presentation within a five‑week timeline (April 17 – June 1 2026).
