Missoula County is seeking a qualified firm to conduct a comprehensive fire‑needs assessment for the “Wye” region encompassing portions of the Missoula Rural Fire District and Frenchtown Rural Fire District. The contractor will review existing fire‑protection capacity, model projected development impacts, forecast infrastructure, apparatus, and staffing requirements over near‑, mid‑ and long‑term horizons, and produce a phased implementation and funding strategy aligned with Tax Increment Financing (TIF) and other grant mechanisms.
• Review current fire‑protection facilities, apparatus, and staffing to establish baseline capacity.
• Analyze projected residential, commercial, and industrial growth within the Wye TEDDs and evaluate impacts on response coverage.
• Recommend additional stations, equipment, and staffing levels, and develop a phased implementation plan with funding strategies (TIF, grants, etc.).
• Propose a periodic reevaluation process for future updates.
• Deliver a final report by December 31 2027 (or earlier) within a $150,000 budget.
