RFQ #25-022 - Ballot Tracking System

The purpose of this Request for Quote is to provide a Vote by Mail (VBM) Ballot Tracking System (BTS) Managed Software-as-a-Service (MSaaS) for the 58 counties in the State of California. The selected contractor must provide services including ballot tracking, notifications, web-based portals, USPS tracking integration, training, and reporting. The contract term is anticipated to be from April 1, 2026, to March 31, 2029. • The contractor must have experience in developing, testing, managing, and supporting ballot tracking systems on a statewide level. • The contractor must provide individual resumes for each staff member, including a detailed description of experience that demonstrates how the staff meets the mandatory qualifications. • The contractor must submit a completed cost worksheet, customer experience reference form, staff experience worksheet, and functional/product requirements worksheet. • The contractor must comply with all applicable laws, regulations, and policies, including those related to political activity, subcontracting, and disabled veteran business enterprises.
