The space must be suitable for use by the VA, accommodating personnel, furnishings, and equipment necessary for the operation of a standalone dental clinic. The design should prioritize the co-location of staff to optimize service delivery to patients. The facility must include a minimum of 60 reserved parking spaces for Veterans and VA personnel.

• Having attractive, professional surroundings, accessible to public transportation, and with well-maintained streets and public walkways
• Having a lease term of 20 years total, consisting of a 10-years firm term and two 5-year soft terms, with 90-day termination rights
• Being located within the specified area: North: Northern Wake Express Way, South: Highway 50, West: Interstate 40, East: Highway 540
