Description

The Kansas Department of Wildlife & Parks (KDWP) is seeking qualified vendors to supply a range of specialty aquatic diets for its four state fish hatcheries. The contract is organized into four product groups (A‑D) covering mussel & shellfish starter and grower diets, larval fish non‑pelleted diets, juvenile fish habituation pelleted diets, and juvenile grower pelleted diets. Each group has detailed formulation specifications (protein, lipid, DHA/EPA content, particle size, etc.), anticipated annual order quantities, and shipping locations. Vendors must be able to ship “Group A” products overnight or within one day, while Groups B‑D may be shipped within 60 days of order. Pricing must be provided for any single order exceeding $5,000; there is no minimum order. The contract term is five years, running from the award date through September 30 2031, with a total estimated spend likely in the low‑to‑mid‑million‑dollar range. Bidders must be pre‑registered with the State of Kansas, submit a technical and cost proposal, and comply with numerous state certifications (tax clearance, immigration, anti‑boycott, telecommunications, etc.). • Supply four categories of aquatic feed with strict nutrient and physical specifications. • Provide quoted prices for orders > $5,000; include shipping in all quotes. • Deliver Group A products within 1 day; Groups B‑D within 60 days. • Contract term: 5 years (award to 30 Sept 2031). • Mandatory bidder registration; no bid guarantee required. • Submission deadline: 29 Sept 2026, 2:00 PM CST (electronic submission to [email protected]). • Questions due by 22 Sept 2026. • Required certifications: tax clearance, IRCA, anti‑boycott, telecom restrictions, sexual‑harassment policy, etc.

Budget estimate

$1,000,000 – $2,500,000

The solicitation does not disclose a total contract value. Based on the detailed product specifications, anticipated annual order volumes (ranging from a few dozen to several thousand kilograms per group) and typical market prices for premium aquaculture feeds (approximately $5‑$15 per kilogram depending on formulation), the annual spend is likely between $200,000 and $500,000. Over the five‑year contract term this translates to a total budget in the range of roughly $1 million to $2.5 million. Factors influencing the final amount include actual order quantities, negotiated unit prices, shipping costs, and any price escalations built into the contract.
