Description

The Metropolitan Nashville Public Schools (MNPS) seeks a qualified post‑secondary institution (or consortium) to deliver Dual Enrollment (DE) and Local Dual Credit (LDC) courses to MNPS high‑school students for a five‑year period. The contractor will provide course design, instruction (in‑person, virtual, or hybrid), student advising, data sharing, and compliance with federal and state privacy laws. The award will be a negotiated Contract Purchase Agreement, with performance measured by enrollment processing times, student outcomes, and equity metrics. • Deliver DE/LDC courses that grant both college and high‑school credit, using preferred live‑synchronous or in‑person formats. • Provide comprehensive advising, professional development for MNPS teachers, and quarterly office hours. • Share enrollment, grade, and demographic data in SPSS/Excel formats, adhering to a strict Data‑Sharing Agreement (FERPA, COPPA, SOPPA compliance). • Manage grant‑related lab programs (e.g., GIVES 3.0 Surge to Success) and coordinate transportation for students attending off‑site classes. • Submit budget proposal detailing tuition/fees per credit, with a per‑course rate benchmark of $1,950‑$2,220 for 3‑credit courses, and meet extensive insurance and indemnification requirements.

Budget estimate

$10,000,000 – $20,000,000

No total contract ceiling is disclosed. Using the benchmark $1,950‑$2,220 per 3‑credit DE course and assuming an average enrollment of 1,000 students per year across multiple courses, annual tuition revenue could range from $2 M to $4 M. Over a five‑year term, the contract value is therefore roughly $10 M‑$20 M. Adjustments for grant‑funded labs, transportation, and professional‑development components could push the high end upward.
