The City of Boulder City is seeking an experienced consulting firm to produce a comprehensive Housing Needs Assessment and Action Plan. The study will analyze current and projected demographic trends, evaluate existing housing stock (including ADUs and non‑traditional units), assess market demand, identify regulatory and physical barriers, evaluate the feasibility of developing city‑owned vacant land, and deliver actionable policy, land‑use, financing, and implementation recommendations aimed at expanding affordable, family‑ and middle‑income housing. The contractor must submit a detailed methodology, work schedule, cost proposal, and references, and will be evaluated on technical quality, experience, cost, and capacity.
• Deliver a full housing needs assessment report covering demographics, stock, market analysis, barrier identification, and feasibility of vacant parcels.
• Provide an actionable policy and implementation plan (zoning, financing tools, ADU incentives, land trusts, etc.).
• Conduct stakeholder engagement as outlined in the scope (community input, coordination with city planners).
• Submit all deliverables electronically via the Nevada Government eMarketplace by September 30, 2026.
• Required insurance, licenses, and compliance documents must accompany the proposal.
