Description

The City of Kyle, Texas, is seeking proposals from qualified vendors to assist in the development of a comprehensive Data Privacy, Security, and Artificial Intelligence (AI) Use Policy. The policy will establish clear guidelines, standards, and best practices for the collection, storage, use, sharing, and disposal of all City data, including data processed or generated through AI systems, with an emphasis on security, privacy, transparency, and ethical use. The objectives of this engagement are to assess the City's current data management, security, privacy, and AI usage practices, identify gaps, risks, and compliance deficiencies, develop a clear, actionable Data Privacy, Security, and AI Use Policy, and create a roadmap for implementation, training, and ongoing compliance monitoring. Some key tasks include: • Conducting interviews with City departments to identify all data flows, AI usage, and processing activities • Developing a City-wide Data Privacy, Security, and AI Use Policy covering data governance, security, AI governance, and responsible AI use • Providing a phased rollout plan for the policy, including department-level adoption, and recommending monitoring, logging, and auditing processes for AI and data systems • Conducting workshops for City leadership, IT staff, and department heads, and providing training on secure data handling, privacy compliance, and ethical AI use

Budget estimate

$100,000 – $250,000

Based on the scope of work, the budget for this project could range from $100,000 to $250,000. This estimate is influenced by the complexity of the tasks, the need for specialized expertise in data privacy, security, and AI governance, and the typical pricing for similar consulting services in the public sector. Factors that may influence the likely payment range include the vendor's level of experience, the number of personnel required, and the amount of time needed to complete the project.
