Sinixt Operations Manager – Request for Proposals

The Confederated Tribes of the Colville Reservation seek a qualified consultant or consulting firm to serve as the Sinixt Operations Manager. The contractor will coordinate multi‑jurisdictional program operations for the Sinixt Confederacy across the United States (Washington) and Canada, focusing on fish, wildlife, and cultural‑resource management, as well as policy and legal coordination with tribal, state, provincial, and federal agencies. The work will be performed over a three‑year period and includes regular reporting, participation in weekly meetings, and the delivery of progress reports and recommendations. • Manage and synchronize program activities across tribal, state, provincial, and federal entities. • Provide quarterly (or more frequent) progress reports and attend weekly Sinixt coordination meetings. • Deliver studies, analyses, and recommendations related to fish, wildlife, and cultural‑resource management, ensuring all deliverables become tribal property. • Maintain continuity of service for the full three‑year term, with emphasis on Indian‑ownership preference and TERO certification. • Submit a detailed cost proposal (hourly rates, travel, training, etc.) and comply with debarment, insurance, and confidentiality requirements.
